I believe that you can have a benifit yard sale without a permit. Besides, what heartless cop would stop you either way?
Yes! Definatly hold a bake sale, as long as the food is good. For a raffel, I recommend a 50-50 raffle, where the winner get's 50% of the money earned. This way, no matter what, you get profits. Tickets could be sold anywhere from $ 1-2.
You could advertise in your local newspaper classifides, as long as make full page ads to put on telephone polls.

Check with your city clerk for permits. Also, you will need to find out if a special account has been set up for fundraising for this child. When an account has been established, then a representative for that account will need to be involved in the planning. As far as advertising is concerned, contact the local tv stations with a human interest story when you have met the other requirements I already mentioned.
